Config NetworkManager to use dnsmasq for DNS caching

Ratchanan Srirattanamet requested to merge personal/peat-psuwit/nm-dnsmasq into main

lxc-android-config pulls in lxc which pulls in dnsmasq-base. Thus we can use it to provide DNS caching at no extra rootfs space.

That said, add dnsmasq-base to d/control just in case.
