Revert "qtwebengine-gpu.sh: implement accelerated video blocklist"

Turned out to be an AppArmor issue with being unable to read /dev/mtk_cmdq (ubports/development/core/apparmor-easyprof-ubuntu!27 (merged)), can be added back later as needed along with deviceinfo integration like seen with the GPU compositing stuff right above these days.
