profile.d: Turn QtWebEngine GPU compositing into device-info property

The reason for this blocklist existing was to sweep all pre-Halium devices under the rug in one go, but things have changed and the Xperia X (the only pre-H9 device) supports GPU compositing now.

Since there is only one device seemingly having issues with this, and this sole device easily taking the device-info config now, turn the disablement into a device-info property.
