Remove 03mmsproxy NM dispatcher script, done by NM itself now

Ratchanan Srirattanamet requested to merge personal/peat-psuwit/focal_-_no-mmsproxy-script into ubports/focal

This is made redundant with the fixes in NM [1]. It also doesn't work with the current way NM creates oFono connections anyway.
