mount-android-partion: strengthen /userdata permission

Ratchanan Srirattanamet requested to merge personal/peat-psuwit/focal_-_30-chmod-userdata into ubports/focal

This actually is stored in the filesystem, and system-image-upgrader in recovery doesn't actually format /data. Thus this is the best way to strengthen it.
