configs/devices: add algiz and mimir.

Ship per-device YAMLs for the Volla Phone Quintus (algiz) and Volla Tablet (mimir).

Each carries a PowerSaveProfiles entry listing the available CPU profiles and their LITTLE_MAX_KHZ / BIG_MAX_KHZ caps, consumed by repowerd's CPU power-save service which now reads profiles from deviceinfo (per mariogrip's suggestion in note 3455906312).

Format: one profile per line, fields separated by whitespace. Profile name is the first token; remaining tokens are KEY=VALUE cap entries.
