data: Make less assumptions about where files will end up
Removes some assumptions about where things will end up, by using the corresponding GNUInstallDirs variables and querying the systemd pkg-config for the system unit dir. Upstreamed from https://github.com/NixOS/nixpkgs/pull/261018.
