Build autopilot-qt for Focal

ubports/focal_-_build into main
  • Remove support for Qt 4.x which is no longer included in most distributions.
  • Move and update Jenkinsfile.
  • Remove obsolete snapcraft.yaml.
  • Remove obsolete bzr-builddeb config and rename .bzrignore to .gitignore.
  • Install Python module in python3 path.
