policygroups, contacts: add access to qtcontacts-sqlite DB

This is the contact database used by the qtcontacts-sqlite backend developed for SailfishOS. For the time being, do not remove the rules for the galera backend, just in case we might need to revert the changes. Filed an issue to keep track of that: https://gitlab.com/ubports/core/apparmor-easyprof-ubuntu/-/issues/2
