Add template and policygroups for 20.04

This MR adds the new template and policygroups for 20.04. I've taken this opportunity to also clean things up. Lots of things that are mentioned in the profiles are not even in Xenial anymore!

The following are summary of things that I removed:

  • ubuntu-scope-network template
  • in-app-purchases policy group
  • Various already-removed things in QtMir/Lomiri.
  • References to Oxide, UbuntuWebView, and webbrowser-app.

Also, to get the complete list of policygroups from 16.04, this MR contains ubports/xenial backmerge.
