Join public chat [2/2]: frontend

register the tg protocol in url dispatcher and open public chats when a link in the form tg://resolve?domain=ubports or https://t.me/ubports is called.

Works with both app open and close at the time of the url call.

fixes #98 (closed), #193 (closed) and #99 (closed) too
