Build tdlib via clickable

This fixes tdlib not being built with the latest clickable container. It makes clickable build tdlib instead of the build-tdlib script. Therefore, the CI must be configured to run clickable build-libs instead of build-tdlib.sh.

There is still the prepare-tdlib script, which is called by clickable indirectly. Once I figured, how to avoid this step, I'll open another MR.
