Mono-Repo & Structured Time
Adds the FPE library into the main repository, and removes/renames references to FPE to Structured and FFS to Structured Datasets. Removes the FPE repo dependency.
@sam-transeo What do we want to add in the README about the single library? I've already modified the references in them so the examples are correct. Just don't have a deprecation warning yet.
