Make solar height-independent

Currently, solar panels need to be built at y=51, solar arrays at y=35, to generate maximal power supply. This results in ugly towers (at least at locations with low ground (eg. at a beach)).

This PR changes that. Solar generators give the maximum output at any position with y>-10.

(Didn't test, but changes should be fine.)
