TortoiseGit is ignoring Global excludesfile

What steps will reproduce the problem?
1.In your User Home create a global .gitignore
2.In your User Home (Global) .gitconfig add under [core]
excludesfile = ~/.gitignore

What is the expected output? What do you see instead?
Anything in the .gitignore above should be ignored Globally
It is respected via Command line and GitGUI

What version of the product are you using? On what operating system?
Vista / TortoiseGit-1.6.3.0-64bit
