Tortoise Git crashes on Settings | Git | Config dialogue

What steps will reproduce the problem?
1.(in Explorer) Select a directory that is NOT a git repo
2. right-click, and from the Tortoise Git menu select "Settings"
3. select "config" (under "Git")

What is the expected output? What do you see instead?
Should see git config dialog.
Instead, Tortoise Git crashes. Every time.

What version of the product are you using? On what operating system?
Tortoise Git 1.5.9.0. git 1.7.3.1. Win XP SP3.

Please provide any additional information below.
