Problems with MS Outlook and "Name" <john@example.com> formatted email-addresses

Hello! I actually wanted to reopen the original report #2504 (closed), but looks like i cannot do it. Now we have similar problems with cc: field. I tried to send mail and filled in several recipients, separated with ';' as normally. Outlook did not recognize them as valid emails, instead it tried to append my domain to them, resulting in:

Cc: "'Shannon Zhao <zhaoshenglong@huawei.com>'"@samsung.com; "'Peter Maydell <peter.maydell@linaro.org>'"@samsung.com

This time Outlook successfully sends the message to main recipient (in To: field; this was a mailing list, therefore i was able to see what is wrong and extract corrupted line above), but generates the following report:

Your message did not reach some or all of the intended recipients.

      Subject:	[PATCH] virtio-mmio: Kill code duplication
      Sent:	19.08.2015 14:24

The following recipient(s) cannot be reached:

      'Peter Maydell <peter.maydell@linaro.org>' on 19.08.2015 14:24
            Server error: 'Invalid recipient'

      'Shannon Zhao <zhaoshenglong@huawei.com>' on 19.08.2015 14:24
            Server error: 'Invalid recipient'

I suggest this has something to do with quoting again.
