Draft: Resolve "trivy version bump breaks trivy scan since removal of "--clear-cache" flag"

I introduced a new parameter (trivy-clean-cache-cmd / DOCKER_TRIVY_CLEAN_CACHE_CMD) so that the template can be used with Trivy versions prior to 0.53.0.
