ci: disable semantic-release in cloned repositories

@clement.bois @cedric3.olivier @gbonnefille this is a proposal to disable semantic-release auto release job in TBC cloned repositories.

TBC templates already take care of this with a specific override of semrel job rules, but I think this is a cleaner solution.

⚠️ implies forcing SEMREL_RELEASE_DISABLED: false in all TBC projects (safer than at root group level)
