Add first draft of feature requests / discussion page

arghdos requested to merge arghdos/tildes-static-sites:master into master

To move the ball forward re: this discussion.

Hopefully we can get this integrated and put links into the sidebar to start cutting down on repeat questions

WIP: I'm thinking this should be split into two parts:

  1. proposed features / implementation discussions
  2. Highlighted discussions / philosphy (optional)
  3. Add a link to the issue tracker on the main page

I'll try and knock that out this afternoon when I get a chance

Update, I've broken this discussion into a few different pages and added a "getting started" page that goes into a bit more detail than the main index.

I'll pause here to wait and see what you all think

Update 2: This will remain WIP until I figure out how I want to combine said pages as described in the comments

Update 3: should be ready for a reviw
