[FIX] articles: Remove check on global read perms becasue the articles list is correctly filtered for the individual article perms and the "view articles" button on tiki-read_article.php uses that object's perms, leading to a WYCSIWYCA problem ("You do not have permission to use this feature") here if the user doesn't have those global perms.
