[FIX] case insensitive FileMatch

Make sure the FileMatch is case insensitive.

Otherwise all images with capital letters as file-suffix will be denied, e.g. image.PNG

The directory "wiki_up" inherits the settings from this ".htaccess" file. Which is the storage of uploaded images in case the file gallery is not used.
