[ENH] Double check upload source and destination to ensure upload process was successful

I am having problems uploading files in a crowded server. Sometimes, the disk is full and when the user tries to upload a file, Tiki shows a successful dialog message, but it does not store the file into the file gallery. However, I didn't have a good way to simulate a disk full yet.
