[ENH][TRA] Added an option to translate a forum title. The option is settable per forum and the admin view panel displays the untranslated name as well as the translated (in case admin/super user doesn't use english to admin the forums) Screen_Shot_2021-01-28_at_15.20.34_

This work as I added manually a col "title_is_translatable" in my database. Screen_Shot_2021-01-28_at_15.21.54_

I need assistance to have this part added to Tiki and complete the commit. 🤗
