[FIX] banners: Use temp/public for image cache (and cache the image properly

Jorge Sá Pereira requested to merge softstart/tikiwiki/tiki:fix-banner-redirect-url into 21.x
  • note some browsers perceive the banner_image.php script as a tracker and block it) and use the url from the banner when clicked and various minor fixes.
