[NEW] Created new command to add temporary users in Tiki

Introduces a new command, users:temporary, to the Tiki CLI, enabling the creation of temporary users with specific privileges directly from the command line. The functionality ensures that if token access is not enabled, the appropriate warning is given. The command includes options for setting emails, user groups, expiry time, username prefix, and login path.
