The uploading of a video to Vimeo via the Files tracker field and via the Vimeo plugin has been broken since Tiki 18. Here are the fixes. Please merge into master, 19.x and 18.x. Thanks.

NOTE part of this fix, namely !58 (21879bb8) has been superceded by d8a37100 @xorti but the path in that file is still wrong after that library change (i.e. it is missing vendor_bundle. That needs to be fixed.
