Fix various tooltip/popover issues

  • [FIX] tooltips: Make the delay parameter work again (post bs5) on popovers/tooltips etc - also modernise some js syntax

  • [FIX] tooltips: Fix ajax loading tooltips - this appears to be Window now and the link is passed as the first argument (as seen on https://tiki.org/tiki-social-list_friends for example)
