[ENH][UI] html_select_time: make container extend to the whole available space and prevent shrinking of the input boxes

The html select time element renders a bit weirdly in many forms:

It should be something like the following I guess:

This behavior relates to a misuse of Bootstrap rows and columns.
Some tracker forms are also affected, which I tried to fix in !5283
