[FIX] tiki-admin_ids.php : Undefined variable $ruleinfo

aggestor mhl requested to merge aggestor/tiki:fixing-ruleinfo-not-initiallized into master

When the ids is enabled and is set to y the the $ruleinfo was missing and caused errors. So I initialized it and make it accessible everywhere in this file.
