Batch of fixes for the 27.x branch

  • [UPD] Make sure to do one last NPM update to make sure everyone is debbuging the 27.x release in the same conditions

  • [CI] Update tests to cover the versions supported by the 27.x branch. To save pipeline minutes and better catch problems, cover both min and max supported mariadb/mysql versions, and only opportunistically cover intermediate php versions
