[KILL] composer-patches: remove unused jquery-validator_fix-remote-validation-unhighlights.patch

This patch was a correction to jquery-validation where the remote rules were not showing highlights for invalid inputs. However, the current version of jquery-validation used in Tiki handles this correctly.
