[FIX][ENH] User mentions : Fix the sending of notifications when users are mentioned and extend 'Tagging users' to usernames containing dash or dot

With these commits:

  • Restore sending notifications to users tagged. Notifications were no longer sent after this commit 7a408128

  • Allow tagging of usernames containing a dash(-) or/and dot(.).
