[ENH] Added display_start_year and display_end_year preferences to…
Added display_start_year and display_end_year preferences to tiki-blog_post.tpl template file in order to incorporate their modifications to the UI. Prior this commit, those modifications were made in Control Panel > General > Date and Time tab but were not been applied to the UI (in the year selector)
