[ENH] SEF URL : Add preference 'URL Fragment format' for changing anchors encoding

  • Add the ability to change the default encoding and allow anchors to contain characters other than ASCII letters and numbers.

  • Allow anchors to contain accented characters when the 'Use Only ASCII in SEFURLs' preference (url_only_ascii) is disabled.
