[NEW] Add URL Fragment Guesser preference

With the addition of this preference, when an anchor that is indicated in the URL is not found in a wiki page, blog post or other page, it will allow to find the most similar anchor of the one indicated in the URL and to scroll to it.

Example :

• URL : https://example.org/page#header

• Page content with heading_1, heading_2, header_3 as headings. The URL will change to https://example.org/page#header_3 and scroll to header_3
