[FIX] Remove the restriction to the user according to his permissions to log out before validating another user account

Domeshow Emmanuel requested to merge Domeshow/tiki:dev_fix_link_validation_new into master

Following some comments, it was preferable to remove the restriction to the user according to his permissions asking him to disconnect before validating another user account.
