[FIX] Remove the link to tiki-check.php when you change your php version because it doesn't go anywhere

Description

When you have install tiki using a certain version of php and then decide to change version , tiki will show you a message that shows you the require version or the previous you used on the installation on the same page there was a link to tiki-check.php that doesn't do anything just redirecting I have remove this link

Steps to test

install tiki using a certain version of php 7.1 for example then when the installation finished change the version to a lower one 7.0 for example when you launch tiki you should see that page
