[ENH] IconPIcker : build icon map from menu_option_id to make it work for all menu links

After the feature IconPicker was merged to master, some bug araised and this branch is to fix them! This Changes will ensure all menus link have an icon associated with them. As you can see from the original merge request thread !1876 (comment 1160293273)

After merging this to master, we will need backport to branch 25.x and fix the issue the plugin is causing to all other popover in tiki
