[ENH][TRA] AutoToc : Disable autotoc by default on all pages (enable per page)

Currently, when the "Wiki auto-toc" feature is activated, all pages will have tables of contents as provided by the "Table of contents" option whose default option is "On". The change made is that when activating "Wiki auto-toc" the tables of contents will not appear automatically, unless defined in the "Table of contents on every page" option.

The "Table of contents" option is renamed to "Table of contents on every page" and the values of "On/Off" to "Yes/No".
