[ENH] Forums: Show topic's description in table view

Description

When displaying the list of topics in the forum, you cannot see the topic description. Displaying a part of the description allows you to get more information on the subject before clicking on it.

Steps to test

The list of the different forums can be found in tiki-forums.php by selecting a forum you can see the list of topics.
