[FIX][UI] bs5: Update Feb12 theme for WAI compliance and other misc. improvements

Updated Feb12 theme for Bootstrap 5, including fixing color contrast issues for WAI compliance. Also layout templates edited to enable background in header_container div to match navbar background; Bootstrap negative margin option enabled (need to check if it is working globally) in order to replace/update a -15px margin in the footer.
