[NEW] PluginCountUp: make one or more visual counters on a wiki page

The "count up" plugin allows to make one or more counters on a wiki page. Each counter begins counting from the starting number to the ending number when it becomes visible in the viewport. Each counter has its own custom settings, custom counting (animation) speed and custom CSS (color, font size, font family, background, ...).
