[NEW] Add of anime.js package

The plugin number counter I created needs anime.js to work correctly. So before pushing the plugin number counter implementation code, I need first anime.js to be available on composer.tiki.org then update composer.json and composer.lock to install anime.js in tiki and the test the plugin number counter with anime.js installed in tiki cause I used the CDN while implementing the plugin.
