[TRA] Translated some text to French from the tiki-install.tpl strings at section UTF8 encoding
requested to merge john.ndiwayesu/tiki:tra-fr-of-tiki-install-utf8-text-on-tiki-install.tpl-file into master
Different changes have been applied to tiki-install.tpl and needed to be translated, this [TRA] concerns the section UTF8 database encoding
