[ENH][NEW] Plugins: new parameter editable_by_user (initially for PluginSignature) to allow editing of the plugin if username matches even when permission to edit the page (tiki_p_edit) is not assigned to that user

Domeshow Emmanuel requested to merge Domeshow/tiki:dev_plugin_add_editable_by_user_permission_2 into master

This is the new parameter that allows user to edit the plugin even if tiki_p_edit permission is not assigned to that user. I added a new param editable_by_user to the plugin Signature (to begin with but it can be the same to all others plugins), so if the user exists in that param, the user can edit the plugin.

Note: this is the update of the edit of the previous merge request !1210 (closed)
