Draft: [NEW] add new permission to allow editing signature

Domeshow Emmanuel requested to merge Domeshow/tiki:ft_add_new_permission_edit_signature into master

We don't want to give the user the right to edit the page. We need a new permission: "can edit signature". So a user can edit signature without having permission to edit page.
