[ENH] Detect Instance command now allows higher than recommended PHP version
requested to merge softstart/tikiwiki/tiki-manager:item103323-detect-instance-allows-higher-php-versions into master
Tiki-manager's instance detect command now allows usage of a higher than supported version on the server. Warning is shown if such case occurs.
