[ENH] Make instance:checkout command available in console

Domeshow Emmanuel requested to merge Domeshow/tiki-manager:checkout-in-console into master

As requested here https://avan.tech/Tiki-Manager-web-interface-Commands-dashboard i have to test this command. In this MR i make the command available in tiki-manager.php and after i solved "The empty string is not a valid path" error when the choosen folder is tiki
