[ENH] Add isWeb parameter to check whether AccessInstanceCommand is running on web or not
requested to merge jeanpaulHamuli/tiki-manager:add_parameter_to_check_if_command_is_executed_on_web into master
Check the type local and ssh if they are running on the web or not, if yes then just return a string containing the command.
